Why is PayPal asking for an EIN now after years of operating without one?

What happens if I don't provide an EIN by PayPal's deadline?

I have a personal PayPal — can I just use my passport number?
A passport number isn't a tax ID. Non-U.S. individuals selling in their own name usually certify foreign status on a Form W-8BEN instead. If you sell through a U.S. LLC, PayPal expects the LLC's EIN.
Can I use my home country tax ID?
Not for a U.S. PayPal Business account. PayPal asks for your foreign tax ID only on Form W-8 (which applies to non-U.S. business accounts). If you're operating through a U.S. LLC, PayPal expects an EIN.
